US Will Not Punish Malaysia Over J85-GE-21 Jet Engines Missing Blunder

The United States is not expected to punish Malaysia over the F5 jet components-for-sale racket.
Local defence industry sources told The Malay Mail it was unlikely the US would impose any action against Malaysia as the sale of the components was done illegally.

Two J85-GE-21 jet engines that power the F-5 fighters were stolen from two Royal Malaysian Air Force (RMAF) facilities in 2007 while some components from the same planes were also unaccounted for.
"It is not as if the Malaysian government had sanctioned the deal. We may be told through diplomatic channels to tighten up security at our military facilities but it is unlikely that it will effect ties between our countries," a source said.
Furthermore, the items stolen were considered old technology and did not involve weapons.
Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said yesterday the report on the stolen F5 components, including the two J85-GE-21 engines, would be forwarded to the US.
It would be handed to the US authorities through the Malaysian ambassador to the US, Datuk Seri Jamaluddin Jarjis.
The two jet engines were reportedly stolen in June and November, 2007. The theft of the engines and and other components from the jets, worth millions of ringgit, were discovered in late 2007, following an internal audit carried out by the RMAF top brass. However, the air force only made a police report on this in August last year.
The Malay Mail had reported that some personnel implicated in the F5 jet components for sale racket had allegedly accepted RM200 "to look the other way" when the components were taken out from the Sungai Besi air base.
The personnel were bribed by a man working for a local aviation company, described as the mastermind of the racket.
The case is being investigated by the Federal Commercial Crime Investigation Department in Bukit Aman, Kuala Lumpur.
It was believed that RMAF personnel working with the mastermind had sent the engines and other components to a neighbouring country by declaring that the equipment needed to be repaired abroad.
Once the components arrived in the neighbouring country, they were sold to international arms dealers by the mastermind's accomplice.
RMAF began operating the F5s in 1974. In 1999, the air force replaced the aircraft with MiG-29N and F/A-18D jets. However in 2003, the F5s, then aged 29 years in the RMAF inventory, were re-activated as training and reconnaissance aircraft to meet current needs.
At least seven F5s remain in service, three single-seat F5E Tiger II fighters, two RF-5E Tigereye reconnaissance planes and two twin-seater F5F trainers.

RTM DG Dares Penang CM To Make Police Report

Radio Television Malaysia director-general Datuk Ibrahim Yahya is playing down a threat to send him to prison for his comments in his blog, Dunia Tiger.
Ibrahim, popularly known in media circles by his nickname "Tiger", told The Malay Mail this morning that he would not act on the threat.

Asked if he had lodged a police report, the former chief news editor of Berita Harian said he has no intention to do so and would confine his comments to his posting.

Ibrahim wrote in his posting on Dec 26 that someone had threatened to send him to prison for the rest of his natural life for his comments on DAP in his blog.
It is believed the threat came as a reaction to two recent postings, "Kerana Mulut Badan Binasa" on Dec 25 about Penang Chief Minister Lim Guan Eng's claim that Teoh Beng Hock had been murdered and "DAP Semakin Galak Serang Melayu" a day earlier.
Responding to the threat, Ibrahim fired back in his blog that he was prepared to go to jail to defend his rights and the special place of the Malays in this country.
Defending his comments on Lim Guan Eng and the DAP, Ibrahim said he was not a racist for merely defending the rights of the Malays.
Excerpts of the threats, reproduced in his blog, warned Ibrahim not to use RTM for his own agenda and to be fair in his news broadcasts.
Lim is under police investigation for sedition over remarks he made on Teoh's death.

One of the two women brought into the royal suite at the Mount Elizabeth Hospital in Singapore is the second wife of the Sultan of Kelantan, Sultan Ismail Petra, it has been revealed.
A source close to the Kelantan palace confirmed this morning that the Sultan's second wife and her personal assistant had visited the ailing ruler.
The clarification quells suggestions of hanky-panky as a bodyguard of the Kelantan Raja Perempuan, Mohd Fadzli Awang, had alleged in his police report that the unknown women were sneaked into the ward after the video surveillance camera was covered with newspaper.
He had claimed that a bodyguard had brought the women before leaving the royal suite.
Mohd Fadzli had claimed that the same guard had returned with two men, one believed to be a Malaysian police inspector. The guard and the police officer, he had claimed in his report, waited outside the ward.
“The parties concerned then left the ward about two hours later. It is unknown what their intention was by coming to the ward at that hour,” he had claimed.
Mohd Fadzli Awang had also said the Sultan’s third son, Tengku Temenggong Tengku Muhammad Fakhry, had ordered him to lodge a report for police to investigate and take appropriate action against the intruders.
The clarification on the women's status came after a Press statement, allegedly from the Sultan's second wife, was circulated via e-mail to the media, including The Malay Mail, this morning.
In the statement, accompanied by copies of the marriage certificate and marriage card, the sender claiming to be the Sultan's second wife claimed that she had decided to clear the air after allegations of hanky-panky had surfaced from her visit.
The email sender, known as Elia Suhana Ahmad, claimed that only a handful were privy about the marriage between her and Sultan Ismail.

She claimed that her wedding had been witnessed by family members as well as Kelantan's State officials on Dec 23, 2007. A picture of her, the Sultan and an elderly couple also accompanied her email.
Elia claimed that the earlier reports had taken a negative slant and she was obliged to clarify the issue to ensure that the Kelantan monarch would not be mocked and the role of the police not misunderstood.
It had been reported that a royal guard had allegedly brought in two unknown women at 4.20am on Oct 8.
It had also been reported that some 20 royal guards, allegedly police personnel, had also besieged the ward and insulted the Raja Perempuan Kelantan, Tengku Anis Tengku Abdul Hamid.
lt was learnt that personal security officers of the Raja Perempuan had lodged five reports of alleged misconduct by Kelantan police personnel between October and November at the hospital.
Kelantan police chief SAC 1 Datuk Abdul Rahim Hanafi had declined comment since the police report was lodged in Singapore.

Giving Opinion but Intepreted By the Police As Giving Instruction !

Aliran is appalled by the statement of Selangor police chief Khalid Abu Bakar claiming that the Sri Kembangan state assembly member Ean Yong Hian Wah had intimidated the police when he called on them to stop their investigation of DAP Secretary-General Lim Guan Eng, for alleged sedition.
It is difficult to understand how a request or a demand to stop their investigation of Lim Guan Eng - in what is interpreted by the police as sedition - can be construed as directing the police to cease their investigation of Guan Eng. What authority does Ean Yong have to directthe police? Or are they recognising that he has such powers to do so? He has no such powers. Why then does Khalid claim that the police weredirected by Ean Yong to desist from their investigation?
On what basis does Khalid state, "I wish to stress that the honourable member should not try to intimidate us … .” Irrespective of whether it was a request or a demand in wanting the police not to investigate Guan Eng, in what way does that constitute intimidation?
"I would like to emphasize here that being a state exco member, I've no power to give instruction to the police. Only the Prime Minister and the Minister of Internal Affair have the power to give instruction to the police"..Ean Yong Hian

Political Motivated statement!

Is Khalid claiming that the police were indeed intimidated by Ean Yong’s statement? Is he admitting that the police indeed felt intimidated by Ean Yong? Imagine that one lonely voice can intimidate the entire police force! This is stretching absurdity to the extreme! This is doing violence to the word.
Does the Home Minister, Hishamuddin Tun Hussein Onn, who is in charge of the police force agree with this ridiculous interpretation?
Khalid’s statement has serious repercussions on civil society. If civil society were to tell the police not to accept bribes or urge the police not to be cruel to the detainees or ask the police to be even handed when dealing with dissidents, would that now be interpreted as a directive and therefore having the effect of intimidation?
On a more serious note, if the police are so easily intimidated by a mere statement, how are they going to ensure our safety on a daily basis when the crime rate has soared to frightening levels? There are so many criminals running around killing and raping, snatching bags and valuables from pedestrians on the street, putting us in fear for our own well-being; how then are the police going to cope with this intimidating environment that we live in?
The police should direct their attention to solving serious crime in the country instead of going after the Opposition. Their conduct with regard to the Opposition is becoming very blatant. People are troubled by this and are disappointed with the police.

Result of SPDP Deputy President Fight

Sarawak Progressive Democratic Party (SPDP) deputy president Datuk Peter Nyarok managed to see off the challenge to his post comfortably by a majority of 135 votes in the party’s polls here today.
The long-serving Krian assemblyman garnered 201 votes to defeat his challenger Philip Ngo, 45, who only managed to secure 66 votes in the polls held in conjunction with the party’s Triennial General Assembly (TGA).

Nyarok, 67, who is also state assistant minister for modernisation of agriculture, has held the post since 2003. Ngo’s candidacy was a direct challenge to party president Datuk Seri William Mawan Ikom’s status quo plan to retain the existing leadership line-up.
Mawan, who is also state Social Development and Urbanisation Minister, was returned unopposed for the third consecutive term.
Other top leaders who won without fights were senior vice-presidents Datuk Peter Nansian (state Assistant Minister for Environment) and Datuk Jacob Sagan (International Trade and Industry deputy minister) and party treasurer-general Datuk Seri Tiong King Sing.
In the contest for the three vice-president posts, Deputy Home Minister Jelaing Mersat, Mas Gading Member of Parliament Datuk Dr Tiki Lafe and Ba’Kelalan assemblyman Nelson Ballang were elected.
Lawyer Robert Ayu is the new Youth Chief while Chiew Yen Chew is the SPDP women’s wing chief.
The 14 supreme council members elected from among 35 candidates were Peter Howell Jilan, Sebastian Janting Takin, Datin Winnie Jolly Sagan, James Laju Ambok, Paul Igai, Chambai Lindong, Eda Igar, Narmal Singh, Ting Kew Ming, Liew Ah Lek, Tiong Yong Hing, George Garai Mundu, Ambrose Jarat and Peter Gani Kiai.
SPDP was set up in 2002 after the Registrar of Societies (ROS) revoked the registration of the Sarawak National Party (SNAP) for failing to resolve a leadership crisis.
Prime Minister Datuk Seri Najib Tun Razak opened the TDC today.
Meanwhile, Mawan urged the new line-up in the Supreme Council to work hard to maintain party solidarity.
“I would like to congratulate those who won. However, winning isn’t everything. We have to work hard.
“For those candidates who lost they must accept defeat and they are still part of the party,” he told reporters after the results were announced today. — Bernama

What I Know About This Chinese Converted

I am not his fan but I choose to write about him in Bukit Tunggal today because I want to expose who this man really is.

I started to know about this ethnic Chinese muslim converted about 15 to 20 years ago when he hosted the islamic program aired on RTM .After a while his name disappeared but resurfaced again in mid-90s when he was invited to host a religious forum organised by 9th Brigade in Sibu. At that time I was still serving in the Armed Forces and   when my brain was still under BN-UMNO brainwashed.

And in 2009 his name appeared again but this time as a guest writer  with the most  racist newspaper in Malaysia,  the Utusan Malaysia. When he appeared on RTM and later as a freelance religious speaker he normally talk about religious matter. But with  Utusan Malaysia he became an agent for UMNO to discredit  the Chinese . He condemns the Malaysian Chinese, especially those who are in the opposition mostly the members of  the DAP party or what he describes as the  ultra kiasu 

Who is He According to his Blog.

According top his blog, Dr. Mohd Ridhuan Tee Abdullah is a  Senior Lecturer at National Defence University Malaysia cum Secretary General of Islamic Chamber of Commerce Malaysia. But no matter what he describe about himself, but  for me he is more fit to be called the traitor to the Malaysian Chinese, just like in Sarawak we have Alfred (Afraid) Jabu Numpang as the main traitor to the dayak!

His Thoughts

Some of his thought that condemned the Chinese and the other faiths in Malaysia such as Christianity, Hinduism and Buddhism are :-

  1. Utusan Malaysia Labeled as Racist By Opposition Parties. He defends Utusan Malaysia by accusing the ultra kiasu party and its group as not only evil, but have an evil intention by not accepting the social contract and rejecting the federal constitution and also challenging sensitive matters that have long been agreed upon. He further added that the partners of the ultra kiasu party do not dare to speak directly for fear of loss of support. 
  2. His Attacks On Opposition Politicians. He condemns Teoh Beng Hock (Suspected murdered while still under the custody of MACC) for staying with his fiancé without proper marriage. He also condemns Pkatan Rakyat for still Retaining executive council (exco) known for their evil deeds ( refer to YB Elizabeth Wong whose nude photos were circulated in the internet.
  3. UMNO Labels as RacistHe condemns the opposition for raising   the sensitive issues such as the  demand of equal rights and opportunities for all Malaysians. He further tells the opposition that the sedition act can be used against them.In defending his thought , he argues that  the special privilege given to the Malay   was a social contract that has been agreed upon by the Malay, Chinese and Indian past leaders.
  4. In Defending Islam Privileges Compares to Other Religions in Malaysia. He points that  Islam is the religion of the majority community of the  country and has a very special position in the constitution.The advantage in Islam according to him is not discrimination because as the majority Malay Muslims, they have the rights, which includes using government funds to develop the growth of Islam.

If one follows what has been written by this Malaysian Chinese traitor, his thinking has been brainwashed by UMNO, and most of its only confines to what happening in Peninsular Malaysia. His ideas never consider Sabah and Sarawak. But I don't blame him because his doctorate is not specialised in Malaysian History.
Talking about the position of Islam in these two states, I would like to tell this Malaysian Chinese Traitor that muslim is not the majority here, and under the 20 point and 18 point agreement , Islam is not the official religion in these two states.

What Motivates Him

When I was still in the armed forces last time, one of the merit system for the non-muslim officers was their conversion to Islam. Throughout my service as a commissioned army officers, I knew two officers that promoted to the rank of Lt Colonel without attending the Staff College. Those two Iban officers converted to Islam prior to their promotions!
As for this Ridhuan Thee Abdullah..he will stops writing bad about his own race after he has no longer  working at National Defence University. Belive me, he is writing for his own SURVIVAL.

Is Hassan Ali Out From PAKATAN?

Facing possible party censure for misconduct, Selangor PAS commissioner Datuk Dr Hasan Ali (picture) has denied he will leave the state Pakatan Rakyat (PR) government to be an independent lawmaker.
The conservative executive councillor reiterated today that he and PAS will remain in Tan Sri Khalid Ibrahim's administration following widespread speculation over his future moves.
"Its not true... That's malicious news to smear my name. I have no such intentions," Hasan told The Malaysian Insider in response to the speculation.
The PAS disciplinary committee is now investigating Hasan, and his more liberal former deputy Khalid Samad, in a raging controversy over statements that disparaged the state government made up of PAS and its allies DAP and PKR.
Party disciplinary chief Datuk Tuan Ibrahim Tuan Man had said there was a strong case to censure both for misconduct. Hasan, who was formerly with Umno, has been linked to a party faction keen to have an alliance with their political rivals.
But the Gombak Setia assemblyman stressed he would remain in PR which he said needed quality lawmakers who "will not jump to other parties".
Hasan said the PR government should take note of the PAS government in Kelantan that remained in power despite just having a one-seat majority in the state assembly.
"This is the principle of quality that we must also have here. In the past one and a half years running Selangor, we have proven to be a clean government and we must keep it that way," added the state councillor for Islamic affairs.
Rumours of Hasan walking out of the state government came a day after the PAS panel met last Wednesday to probe allegations against him and Khalid, who is Shah Alam MP.
The panel decided to call up both men to explain further but rumours flew that Hasan had been suspended from all party posts for two terms.
Responding to the rumours, Hasan also denied a gathering will be held at the Selangor PAS office in Shah Alam tomorrow for a memorandum to rekindle cooperation with the state Umno.
"There is no such event tomorrow. As the state commissioner, I would know if it happens. No such event," he stressed.
The party organ website Harakah Daily had quoted text messages that the event was to be held and Hasan would receive the memorandum.
"Datanglah beramai-ramai demi kepentingan Melayu... (Please come for the sake of Malay interests...)," Harakah Daily quoted the text message as saying.
The website accused Umno of trying to take advantage of the party's internal problems in Selangor to split its members.
Hasan also reiterated he will cooperate with the disciplinary panel which is setting a date to question him further.
"I am ready to give my full cooperation and testimony to the disciplinary committee. But until now, I haven't received anything from them. I haven't heard anything at all," he said.
The panel has fixed Jan 7 and 9 to question Khalid but said it will arrange another date for Hasan.

The Pakatan Rakyat political policy, agreed to by the three parties of the alliance at their first convention on Saturday, is on track, said Opposition Leader Anwar Ibrahim.He told reporters here on Monday that he, PAS president Hadi Awang and DAP parliamentary leader Lim Kit Siang had already given their word to apply to the Registrar of Societies for formal registration of the coalition.
Anwar, the Permatang Pauh MP and PKR de facto leader, said this when clarifying remarks by Hadi on Sunday that the tripartite electoral pact is not yet ready to be formally registered.
"We have to read his statement in the appropriate context because the decision to register Pakatan Rakyat was in our agreement,” said Anwar, claiming that Hadi meant that the detailed plans to formalise the the coalition had not been agreed to yet and would take time.

“All of us, me, Hadi, Kit Siang and the others, have agreed to register the party. But we have to have a strong framework for the policy, which might take time," he said.

The remarks came a day after the inaugural convention of the coalition, which resolved to have a common political policy to counter the ruling Barisan Nasional coalition in future elections.
Anwar said: “There was a misunderstanding. It is not that it is to be formalised based on preliminary terms of reference and constitution, which have not been resolved.
“So I think there’s no problem with that, because as far as we are concerned, we are committed to register.

Focus first on policy

“What Hadi has said is that because whenever we try to hasten it (the registering process) the ROS will slow it down."
Anwar added that if the ROS wants Pakatan to be registered fast, he would call for a meetin next week.
He conceded, however, that for the time being the Pakatan would concentrate on its policies rather than formalising the coalition.
“We are more concern about the policy issues. That is the priority."

BN government has spent millions of ringgit to promote Malaysia as a tourist destination. But with unprofessional conduct of our policemen, millions spent had just gone down into the drain.
Our government especially the internal affairs Minister, Hishamuddin Hussien must make sure that the same blunder will not repeat in the future.
Our policemen no doubt is very disciplined but I'm doubt whether they are competent in doing their jobs. Enforcing the laws, especially dealing with the exodus of prostitutes from China is not an easy task. The Police intelligent must be good and their personnel  must be well trained so that the real tourists will not be victimised.
Government of Malaysia and the police must mend the damage...investigate and admit it if the policemen involved in the arrest made the mistake. And remember those policemen that jeorpardised our image must be punished.

The last time that Malaysia won the SEA Games football tournament was about 20 years ago when it defeated Singapore in the 1989 SEA Games hosted by Kuala Lumpur.
Malaysia had beaten hosts Laos 3-1 in the semi-finals, while Vietnam trounced Singapore 4-1 at the same stage.
Despites Winning the Games, but Malaysian Team Standard Was Still very Low
I have not been following the progress of Malaysian football team since the 80s during Mokhtar Dahari, James Wong, Hassan Sany, Santokh Singh, V.Arumugam, and many more  time. But yesterday final game between Vietnam and Malaysia, I was forced to watch the live telecast aired on TV3 by my wife.
The game looked boring and  the only reason why Malaysia won was  because the opponent was not strong. Being the great fan of the EPL , based on yesterday game, Malaysia team standard was far below the international standard. The players fitness still very weak, and their ball control was terrible and not better than the school team players.
If we want our football team to be in par with world standard, the team need to work 300% harder and if possible get the best coach in the world.
But despite all the weaknesses that I saw, being a Malaysian, I am still proud with our team, and personally would like to Congratulate them.

News portals are buzzing with news that firebrand MP Bung Mokhtar Radin and a sizzling actress have married!

Several of his Dewan Rakyat colleagues have purportedly received invitations to a wedding reception at a leading hotel here but the Kinabatangan rep has laughed off the hot news.
"I am not handsome enough for her," he told Malay news portal mStar, which reportedly said the akad nikah (solemnisation of marriage) ceremony for the two was held last week at a closed-door event.
When a reporter SMSed him to confirm whether a wedding would take place, he replied: "No kahwin, hahaha."
The Sabah politician, 50, however, did not reply when asked if he had proposed to Zizie, the 31-year-old actress and currently one of the hottest and most lucrative names in local TV dramas.
Zizie's mother, Khaty Fauziah, has also refused to be drawn into any answers regarding her daughter's rumoured marriage to the MP.
"They're just starting to know each other," she told the portal, adding that Zizie was currently busy on set.

Actress considering proposal

The actress had reportedly admitted to Malay daily Utusan Malaysia that a certain MP had proposed to her and that she was ready to be his wife.
In another interview, she told Malay tabloid Kosmo! that there is an MP that was special to her and that she needed time to consider whether or not to accept his marriage proposal.
She reportedly said that since the proposal is from a married man, she has to think seriously about the matter "because I don’t want to hurt another woman’s feelings."

The reports fuelled rumours around Parliament House on Wednesday that the the two had indeed tied the knot. The stories were spiced with the side issue that the Kinabatangan MP had taken on a youthful hairstyle and dyed hair.
Fellow MP Mohamed Aziz (Sri Gading), who is also known to be outspoken and controversial, was silent on this issue. No comments, he told the media.
Another parliamentarian and close friend, Ismail Kassim (Arau) also sidestepped the issue. "It's a personal thing. I do not know anything."

Iban Dayak Under the Reign of White Haired Rajah Of Sarawak

Sarawak was ruled by Brooke family or White Rajah of Sarawak from 1841 until 1946. Under James Brooke the dayak or the natives were treated fairly and the most importantly our most value asset, our NCR lands were recognised and respected by the White Rajah.
But under Taib Mahmud or the White Haired Rajah of Sarawak,  who has been reigning Sarawak since year 1981 (According to Malaysia  Book of Record, he is the longest serving Chief Minister in Malaysia.WOW!) the dayak/native has been badly marginalised and their NCR lands robbed.
Taib Mahmud the last White haired Rajah of Sarawak,  is a Melanau, one of the minority native of Sarawak. Coming from the minority, his capability  in marginalisd the dayak the majority and the most successful native in sarawak during head hunter period, is a successed  story that cannot be treated lightly by the dayak. Looking at the strategies  of  the White haired Rajah, lately he has been preparing himself to control Sarawak economy before stepping down. This can be seen clearly at PBB decision to retain him for another three years to lead PBB. But Afraid Jabu is still sleeping and afraid to claim what is his (Remember Ming Court Crisis ? White haired Rajah promised to handover the Chief Minister post to the most senior deputy should he step down ).

If one read any article on Sarawak developments, with the biggest State Assembly building in Malaysia, the biggest and the most number of hidro-electric dam in Malaysia, one may think that Sarawak is one of the most developed state in Malaysia. But despite all these facts , Sarawak in reality is one of the poorest state in Malaysia, with more people living under poverty, more people live without the access road, electricity and cleaned water in Malaysia.

Today I am going to write about Kampong Empaling, one of the longhouse located in Pantu, Sri Aman.
Geographically, Kampong Empaling is located at upper Pantu, and politically it is under P202 Sri Aman and N25 Balai Ringin. Their MP and Assemblyman are YB Masir Kujat and YB Snowdan Lawan respectively.
There are about 35 families living in Kampong Empaling, and they are led by TR Ngulu, who has been their headman for more than 15 years.

Let the World See What BN Politic of Development Really Is

People of Sarawak believe that , if you vote and support Barisan Nasional, many development will come to your longhouse. But unfortunately for the people of Kampong Empaling, even though they have been supporting and voted for Barisan Nasional,  but the development like proper access road, electricity and cleaned water still far from reaching their longhouse. They really hope that government provides them with the basic amenities like proper road, electricity, cleaned water and the communication like telephone and internet!.

Encik Dunggat Pengabang (JKKK)- Pelita must explain to people on the Progress of the JV

The fails JV With Tetangga Akrab has caused them all their rubber trees. James Masing must comes forward and explain to people that affected by the JV.
In term of the NCR Land issues, according to one of the JKKK met by Bukittunggal, in 2004-2005 without proper explanation, the people of Kampong Empaling were forced to sign a JV agreement with Tetangga Akrab Pelita (Pantu) Sdn Bhd . The JV was to develop their NCR lands, the land that they inherited from their forefathers. The report made in the Edge on 2nd December 2009, the plantation had been in the red for the past three financial years ended June 30, with 2007, 2008 and 2009 losses amounting to RM119,000, RM1.32 million and RM2.6 million, respectively really made them worry.
They hope that the two BN YBs that represent them will help them to get back their lands. But according to one of the participant in the JV , the two YBs have never been visiting them. He further added that the BN politicians will normally visits them or thir longhouse when the election is near.

To another plight, TR Ngulu said:

“Our longhouse is already old,  and with the failed oil palm project, it is impossible for us to build the new longhouse without government help. In July 2007, we had submitted the Long house loan application to Perbadanan Pembangunan Perumahan (Housing Development Cooperation), but until now we have not received any feedback from the cooperation. We hope that the government, especially our Prime Minister will look into our problem and approve our application immediately”.

What alternative do they have

After 46 years under BN, the people of Kampong Empaling must now realize that they have been neglected and marginalized by Barisan Nasional politicians. Forty six years is a long time. If the BN really sincere to develop the Iban, by now kampong Empaling should already has all the basic amenities. But BN is not sincere and always find excuses for not to bring development to the longhouses.
Sarawak is a democratic state where the government of the day is selected through a democratic process. If BN government still do not listen to the above plights, the people of kampong Empaling must consider seriously whether to vote them in or to vote them out in the coming election.

A True Colour Of Barisan Nasional

Lubok Antu Short of Paracetamol

In the 80s when they planned to construct the Batang Ai hydro-electric dam in Lubok Antu, Barisan Nasional government made a lot of promises to the people of Lubok Antu but until now, almost thirty years later, the promises are remained empty.
And than during the by-election in April 2009 following the demised of late Datuk Dublin Unting, once again Barisan Nasional make another promise worth of more than RM 80 millions development projects to the voters of Lubok Antu. But after they won the election, the road remain in the same condition as before – where is the promised tarred 10 km ring road. There is NO economic planning activity in Lubok Antu – thus the government servant is the main source of money spent in Lubok Antu.
So Lubok Antu voted on empty promised and live with empty dreams.
What RM 80 Millions Project- LA is Out of PARACETAMOL

Today Borneo Post made a stunning revelation by reporting that the people of Lubok Antu are shortage of paracetamol. This has been going on for the past three months. Is this the price that the voters of LA has to pay for voting for BN candidate. If they cannot provide the people of LA with paracetamol, what to say about the RM 80 millions project?
Why are the people of Lubok Antu so stupid, despite being cheated by Barisan Nasional on various occasions they still supporting them? Are they really still in the “CHAWAT” mentality as described by haji Hadi? Or perchance only perchance- the Ibans have a very short memory and are very forgiving. Or perchance the Ibans are just plain stupid and can be easily fooled and swayed by all those (BN) sweet talks and promises. Or perchance the Ibans just don’t have the courage to stand up against the arrogant, corrupt BN and ‘Or perchance the Ibans can be easily ‘bought’ with just a couple of ringgit Or perchance the Ibans just don’t care about the future of future generations or maybe the tuai rumahs are worry of losing their RM 450 allowance . Perchance and many more ‘perchancess’.
Give Mussen Lamoh and Barisan Nasional A Lesson

Ketuanan Melayu (Malay Supremacy) Episode One

What is the Malay supremacy?
Ketuanan Melayu (Malay for Malay supremacy or Malay dominance]) is the claim that the Malay people are the tuan (masters) of Malaysia. The Malaysian Chinese and Indian-Malaysians who form a significant minority in Malaysia, are considered beholden to the Malays for granting them citizenship in return for special privileges as set out in Article 153 of the Constitution of Malaysia.
This quid pro quo arrangement is usually referred to as the Malaysian social contract. The concept of ketuanan Melayu is usually referenced by politicians, particularly those from the United Malays National Organisation (UMNO), the most influential political party in Malaysia.
Although the idea itself predates Malaysian independence, the phrase ketuanan Melayu did not come into vogue until the early 2000s. Historically, the most vocal political opposition towards the concept has come from non-Malay-based parties, such as the Malaysian People's Movement Party (Gerakan) and Democratic Action Party (DAP); in the 2000s, the multiracial Parti Keadilan Rakyat also positioned itself against ketuanan Melayu, advocating instead ketuanan rakyat (supremacy of the people). The idea of Malay supremacy gained attention in the 1940s, when the Malays organized themselves to protest the Malayan Union's establishment, and later fought for independence. During the 1960s, there was a substantial effort challenging ketuanan Melayu led by the People's Action Party (PAP) of Singapore — which was a state in Malaysia from 1963 to 1965 — and the DAP after Singapore's secession. However, the portions of the Constitution related to ketuanan Melayu were "entrenched" after the racial riots of 13 May 1969, which followed an election campaign focused on the issue of non-Malay rights and ketuanan Melayu. This period also saw the rise of "ultras" who advocated a one-party government led by UMNO, and an increased emphasis on the Malays being the "definitive people" of Malaysia — i.e. only a Malay could be a true Malaysian.
The riots caused a major change in the government's approach to racial issues, and led to the introduction of an aggressive affirmative action policy strongly favouring the Malays, the New Economic Policy (NEP). The National Culture Policy, also introduced in 1970, emphasized an assimilation of the non-Malays into the Malay ethnic group. However, during the 1990s Prime Minister Mahathir bin Mohamad rejected this approach, with his Bangsa Malaysia policy emphasising a Malaysian instead of Malay identity for the state. During the 2000s politicians began stressing ketuanan Melayu again, and publicly chastised government ministers who questioned the social contract.

Gabriel Adit Is Destroying Parti Cinta Malaysia

I am not surprised with Gabriel Adit move by joining Parti Cinta Malaysia. For me, Adit is a "desperado politician" , whose main aim is to fill his own pocket.
The PCM leadership has made a grave mistake for accepting Adit into their party. In Iban Adit is a "bacu" politician, who has no spirit of  "Agi Idup Agi Ngelaban" . He is  more bacu than Masing, atleast Masing stayed outside BN for more than 3 years. But Gabriel Adit, the same person that said  PKR was the most suitable party for the dayak, but today, less than one year later said that PCM is better party for Sarawak... Who would trust this man?.
Last month, his strong supporters in Kanowit announced that they were   no longer aligned to Adit. With that announcement, I am predicting that if he stands in the coming general election, which is due in 2011, the only vote that he will get will be from his Deputy...Dick Sekalai!
According to the report in Malaysian Mirror, Adit has joined Parti Cinta Malaysia (PCM) officially this morning.The party also named him as the Sarawak head of the Penang-based party that was formed four months ago.
Lawrence Dick Sekalai was made his deputy in Sarawak. Sekalai comes from an influential family and was a strong supporter of the deregistered Parti Bansa Dayak Sarawak. He retired three years ago as Bintulu’s Deputy Resident. PCM president Tang Weng Chew made the announcement this morning at a news conference. Although PCM said it is neutral, it is believed to be backed by certain BN leaders.

A promise to Sarawakian/s.... Only to His Deputy Dick Sekalai

Adit, who was also present, said he would not disappoint Sarawakians by joining the new party. "After watching PKR, I don't think they can take over Sarawak. I hope we at PCM can serve the people of Sarawak better," he said.
Adit is a four-term Ngemah state assemblyman, three of which were on the BN ticket when he was a vice-president of the now defunct Parti Bansa Dayak Sarawak (PBDS), a Dayak majority state BN component party which was de-registered after an internal leadership crisis.
He had joined PKR last year but left the party last October, claiming that he was neither pro-BN nor pro-opposition but merely "pro-issues".

A big surprise....Unlikely to me

Earlier, there were speculations that he would be forming a new party to be known as Pakatan Rakyat Malaysia but the plan fizzled out after the purported lukewarm reception to it.
Adit's detractors had also not been kind to him, highlighting his financial predicament publicly after he left PKR. But his joining PCM, a "mosquito" party in Penang, came as a big surprise.
PCM backers are still unknown although at one point, the party was linked to some disgruntled MCA members.
My wish for Gabriel Adit is REST IN PEACE!

MACC Urge to Investigate Taib Mahmud Family

See the most corrupted leaders in Malaysia being sorrounded by the bosses of government officers. On his rigt is the SSS while on his left is the most powerful people in the MACC.
The MACC should avoid itself from getting closer to Taib Mahmud to avoid public perception that Taib Mahmud is bribing MACC to avoid prosecution.

The public wants MACC to walk the talk especially against Taib Mahmud. Taib Mahmud and his family members, from his cousins, uncle, brothers and children have been widely reported  locally and globally for collecting wealth from Taib position as the Chief Minister of Sarawak.
But despite being widely discussed and reported, so far Taib Mahmud and the members of his family have never been grilled or called by MACC for investigation.
On 8th December 2009, its Deputy Chief Commissioner Datuk Abu Kassim assured that MACC will carry out without fear and favour investigation into government  funds that were diverted elsewhere in Sarawak. The Fund diversion is just a tip of an iceberg on corruption and abused of power in Sarawak. Sarawak is
one of the richest state in Malaysia in term of natural resources but place in top five among the poorest states in Malaysia.One of the logic reason why Sarawak is placing among the top 5 poorest states in Malaysia is because most of our wealths have been siphoned-off by Taib Mahmud and his family members.
Today I would like to expose how Taib Mahmud and family members siphoning government monies.


Cahya Mata Sarawak (CMS), a company majority-owned by Abdul Taib Mahmud’s family, is one of Malaysia’s leading public listed corporations with numerous subsidiary and associate companies and a group annual turnover of about RM1.4 billion in 2002. The first company from Sarawak to be listed on the KLSE, it is the acknowledged market leader in the financial and infrastructure sectors in the state. It is widely regarded as “one of the major forces behind Sarawak’s rapid economic development and an increasingly important contributor to the overall Malaysian economy” (CMS, 1997:3). Until recently, it controlled four monopolies in Sarawak, namely the monopoly on the production of cement, steel, agency services for log export shipments, and stock-brokerage services, and has regularly secured a majority of large public infrastructure projects.
Incorporated in October 1974 as a “manufacturer and wholesaler of ordinary portland cement”, Cement Manufacturers Sarawak7 was
a joint-venture of the Sarawak Economic Development Corporation (SEDC) and the Sabah Economic Development Corporation
(SEDCO), set up to drive industrial development and restructure society under the NEP in the two East Malaysian states.
CMS has long been a profitable company. From 1992, CMS profits increased substantially before sustaining stunning losses associated with the Asian Crisis in 1997/98. CMS’s share price on the KLSE moved in tandem, rising from RM8.30 in July 1993 to an ll-time high of RM31.00 in March 1997 before collapsing dramatically to RM1.61 by November 1997 (CMS 1998a). Its share price presently languishes at RM1.68 (Borneo Post, 31.7.04).
The rapid growth and transformation of CMS since the 1990s has been nothing short of phenomenal, and is due to two main factors, namely the privatisation and restructuring of CMS from a State-owned public-listed company into a private sector public-listed
conglomerate owned by the Mahmud family, and the huge amount of rents CMS secured for itself and its subsidiary companies from
1992 through political patronage.
Beginning in the early 1990s, a series of privatisations and complicated corporate re-structurings led to the privatisation of key SEDC enterprises to CMS, and subsequently the privatisation of CMS itself, but under the pretext of corporate acquisitions. In July 1993, CMS purchased major stakes in three highly profitable SEDC subsidiaries for RM117.4 million (The Star, 23.7.93), namely PPES Quarry (51%), Steel Industries Sarawak (60%), and PCMS (55%) (CMS 1994). This purchase was funded by a RM50 million cash payment and the issue of 13.48 million CMS shares valued at RM5.00/per share (RM67.4 million) to SEDC (CMS 1994). However, considering that all three SEDC companies held a total of RM30.94 million in cumulative retained profits (CMS 1994), this
privatisation exercise of SEDC subsidiaries was very beneficial to CMS. This cash hoard proved helpful, allowing CMS to acquire three other companies owned by the Mahmud family (Syrakusa Sdn.Bhd., Concordance Sdn.Bhd. and Achipelago Shipping) via cash and share swaps, which resulted in CMS being ‘privatised’ to the Mahmud family via a reverse takeover.

Mahmud Family Gain Control of CMS

This series of acquisitions saw the Mahmud family gain control of CMS, consolidating the cement business of CMS, the financial and brokerage services of Bank Utama and Sarawak Securities, and the shipping interests of Achipelago Shipping. CMS the publiclyowned cement producer became CMS the private-sector diversified conglomerate encompassing stock broking; road construction, maintenance and water supply; quarry operations; premix manufacturing; manufacture of steel bars and wire mesh; trading and group product marketing; manufacture and sale of cement; and investment holding (The Star, 4.10.94). This consolidation made it the unrivalled infrastructure and financial conglomerate in Sarawak and one of the major players in the KLSE (CMS 1996a; CMS 1996b).
The Mahmud family greatly benefited from this series of privatisations of profitable State enterprises. Taib Mahmud’s control over the levers of power and resources in Sarawak saw the SEDC privatise profitable state enterprises to his family. Similarly, his position of favour with the federal government meant that his family received various rents, principally a stock broker licence (to Sarawak securities, a subsidiary of Syarakusa) that became a lucrative monopoly and waivers on mandatory general share offers.
Taib Mahmud’s powerful political position also meant that the companies linked to his family easily raised loans from the capital market.
The CMS takeover reflects the politics of recent NEP/NDP-style privatisation exercises in Malaysia, which tend to favour the hiving off of profitable public enterprises instead of loss-making ones as rents to well-connected individuals in the private sector. Apart from cultivating cronyism and promoting rent-seeking, such privatisations deprive the state sector of lucrative sources of income and inter alia end up raising the tax burden of ordinary taxpayers (Jomo 1995).
During the privatisation and restructuring of CMS, numerous public-funded infrastructure projects were channelled to CMS. These projects helped CMS maintain an extremely healthy cash flow and high annual turnover. They bolstered its restructuring efforts, hiked up the share price of CMS and helped CMS raise funds easily from banks and other money markets. What is notable about these infrastructure projects is that
most of them were secured via negotiated tender from the Sarawak government and its agencies without going through a process of competitive tenders. Not only were many public sector projects channelled towards CMS but CMS also actively undertook a process of seeking out profitable public sector jobs like the maintenance of federal and state roads by the Sarawak Public Works Department estimated at between RM300-RM500 annually, and negotiated for their being transferred to CMS on a turnkey basis (Malaysian
Business, 16.9.97). Most of these rents were assigned to CMS via PPES Works (an SEDC associate company) by the state government and bureaucracy dominated by Taib Mahmud.10 Many were justified on the basis that they were contracts implemented by SEDC and its subsidiaries, long the main contractor of public sector contracts and projects. Unspoken was the fact that SEDC by virtue of owning approximately 8.5% equity in CMS (as of June 1997) and 49% equity in PPES Works (through its 49% shareholding of Sara Kuari Sdn.Bhd.), actually functioned as a conduit of public projects to CMS which owns 51% of the share capital of PPES Works.
CMS presently has a healthy infrastructure current order book valued at some RM1 billion (CMS Annual Report 2003). Although PPES Works implements some construction projects itself having its own expert engineering/construction staff and equipment, nonetheless, a substantial amount of all public infrastructure projects secured by PPES Works have consistently been subcontracted to other CMS subsidiaries or other external companies like Hock Seng Lee Berhad. PPES Works then takes a commission off the contract price.
For example, the RM200 million Sarawak River Regulation Scheme projects was secured by PPES Works but the largest and most technically sophisticated package was sub-contracted to Daelim Industrial Co. Ltd. (a South Korean company) and Hock Peng Furniture & General Contractors Sdn.Bhd. (a local Chinese company) (The Star, 30.1.95; 12.5.95; 27.5.95). Similarly, PPES Works secured the Mulu airstrip and runway upgrade/extension project and the Kuching Airport runway resurfacing project but subcontracted
both to its subsidiary, PPES Premix. (The Star, 16.10.95; 8.1.96; 13.3.96). PPES Roads, a subsidiary of PPES Works, also sub-contracted at least three jobs to Hock Seng Lee, namely the Sarikei/Serdeng/Pulau Beruit/Tebang Road, the Kuching-Kota Samarahan Expressway Stage 1 and the Kuap River and Setutong River bridge projects (HSL 1996; Kenanga Morgan Grenfell Research 1996). This middleman role undoubtedly enhanced the profits of PPES Works and CMS. But they did so at the expense of PPES Works and CMS improving its technical capabilities. Nonetheless, this strategy served patronage purposes of distributing infrastructure sub-contracts to other political and corporate clients favoured by Abdul Taib Mahmud.
In 1996, CMS expanded its steel and cement production capacities in response to a massive economic boom in the construction sector11 and in anticipation of further lucrative projects, especially the Bakun Dam mega-project costing an estimated RM15 billion (INSAN 1996).12 CMS’s new steel and cement plants were financed by large short and long-term loans from both local and international offshore money markets.
Alas, CMS did not anticipate the Asian Crisis of 1997/1998. In March 1999, CMS declared a huge pre-tax loss of RM439.4 million for the year ending December 1998, a reverse of RM670.7 million (270%) from 1997 (CMS 1998b). This was mainly due to severe losses in CMS’s banking and financial services sector arising from non-performing loans (20.1%) given its subsidiary, Utama Banking Group’s (UBG) over-exposure in the volatile property, construction and stock-broking sectors along with inexperienced credit risk
management systems, and weak credit policies and procedures (RAM 1999; UBG 1998). By October 1999, the total debt burden of CMS was estimated officially at RM787.33 million (RAM 1999).13 Given the continued impact of the Asian Crisis, CMS bonds were downgraded (RAM 1999) reflecting serious concerns about CMS’s deteriorating financial performance and doubtful debt repayment capacity. To make matters worse, demand in the construction sector remained weak leaving CMS with massive excess capacity in its new steel and cement plants (RAM 1999).
In financial services, CMS’s lucrative Sarawak Securities did not seem to have in place robust management and audit controls. At the end of 1998, Sarawak Securities was in technical breach of a debt facility agreement by RM4.1 million to other financially troubled companies within the CMS group (RAM, 1999:10). In May 1999, a major financial scandal engulfed Sarawak Securities when certain irregularities amounting to approximately RM56 million were discovered (The Star, 7.5.99; RAM 1999). Investor business confidence in Sarawak Securities was deeply affected. Sarawak Securities’ chief executive officer Benny Ng, its share margin manager Winnie Leong, a margin clerk and an administrative supervisor were subsequently charged in court for fraud (ST, 4.7.00; 8.7.00).
Surprisingly, Sarawak Securities was not penalised by the relevant federal government agencies entrusted with regulatory oversight of the securities industry.Instead, at the height of the scandal, the Kuala Lumpur Stock Exchange (KLSE), voiced an opinion that despite the  irregularities and the on-going independent audit investigation, Sarawak Securities was “fully in compliance with its financial requirements” (The Star, 7.5.99).
CMS cumulative debts and financial troubles at the turn of the new millenium meant that the mega-dam Bakun project,15 despite being an unnecessary project (INSAN 1996; The Economist, 18.11.00),took on an added importance for two reasons. A large portion of CMS debt was secured by way of pledges of securities as collateral, the share price of which was tied directly to the terms of its debt.CMS’s share price dropped below RM3.00 beginning November 1997 and has languished there since. When the revival of
Bakun was announced in June 1999 (NST, 8.6.99),18 Bakun became an overnight confidence boost to CMS19 and strengthened the financial status of its majority owners as well as numerous other shareholders. But Bakun was more than just that. Since Prime Minister Mahathir, UMNO and the federal BN were at that time fighting desperately for their political lives with an impending general election (eventually held in November 1999) in the face of an unprecedented collapse of Malay support, Bakun was a major lifeline thrown at a very crucial time to close ally Chief Minister Taib Mahmud (and ipso facto to the Mahmud family, other client businesses having dealings with CMS, as well as to ordinary CMS shareholders in Sarawak). This lifeline ensured the Sarawak BN delivered all its 28 parliamentary seats to the off-set federal BN’s losses of UMNO seats. These seats assisted Dr. Mahathir in maintaining his critical two-thirds majority control in parliament.
Secondly, given CMS monopoly control in the cement, steel and infrastructure sectors, main sub-contractors like Hock Seng Lee Sdn.Bhd. and other trading companies like Shin Yang Trading Sdn.Bhd., Borneo  Corporation Sdn.Bhd. and Pan Sarawak Company Sdn.Bhd. (RAM 1999) depend heavily upon CMS. These companies are politically well-connected and benefit from CMS patronage, whether in terms of construction sub-contracts or wholesale dealerships. In turn, they parcel out contracts to other  sub-bcontractors and dealers. Indeed, up to 32 native companies set up under the auspices of the government’s Bakun Hydro-electric Development Committee, many with lesser native politicians as their shareholders, were expected to benefit from the numerous subcontracts that was to flow from the revived Bakun project (Malaysiakini, 13.3.2001). As of 2004, Bakun is still on the cards, albeit scaled back to RM4.5 billion (Malaysiakini, 26.7.04). In July 2004, CMS announced that its wholly-owned subsidiary, CMS Energy Sdn Bhd, jointly with Special Triumph Sdn Bhd and Posco Machinery & Engineering Co. Ltd had been awarded a RM129.9 million contract for the design and execution of the Hydraulic Steel Structure Package (Package 8) for the Bakun Hydroelectric Project by Sime Engineering Sdn Bhd., subject to approval by main contractor, Malaysia-China Hydro Joint Venture. CMS Energy was to hold 51% of the said contract. Posco Machinery & Engineering Co. Ltd is a company incorporated in South Korea (CMS Corporate announcement, 2.7.04).
Within CMS, the overall group financial picture has also since improved with CMS registering group net profits of RM111.6 million, RM 48.4 million and RM23.6 million for the years 2001, 2002 and 2003 (CMS Annual Reports, various issues).


Hock Seng Lee (HSL) is a civil engineering company with over 30 years specialist experience in land reclamation, dredging and coastal protection works. Originally set up as a partnership by three brothers of the Yu/Yii family, it was later incorporated in 1979 as a RM3.00 company. In its early days, the partnership was a successful Chinese family-run one-barge operation. It has since evolved into a major public-listed company on the KLSE21 with expertise in fully integrated marine engineering and construction.
With a market turnover of RM138.3 million in 1998 (2003: RM287.5 million), HSL is mainly involved in transforming large tracts of peat swampland into “modern housing and industrial estates, tourist resorts, commercial centres, international sea ports and highways” (HSL Corporate Brochure, undated) apart from also being “involved in the shipping business with a fleet of 55 vessels, tug-boats and barges to transport logs, sand machinery and building materials in Sarawak” (The Star, 24.10.95). HSL holds Class A licences from the Pusat Khidmat Kontraktor and the Public Works Department enabling it to participate in any civil engineering project of any size and all land reclamation works, road works and earthworks projects (The Star, 24.10.95; HSL 1996). Though not as large as CMS, HSL is nonetheless well established within its niche market and has ventured aggressively into other areas of construction and property development. It has since become Sarawak’s largest builder of roads. With an impressive record of bidding successfully for numerous major contracts, especially over the last six years, its corporate motto, “Building your future today” adorns most major project signboards. HSL has consistently made profits. Between 1999 and 2003, HSL’s after tax profits were RM16.36 million (1999), RM6.6 million (2000), RM7.48 million (2001), RM12.17 million (2002), and RM20.7 million (2003) (HSL Annual Report 2003).

The Secret of HSL

The secret to HSL spectacular growth is rooted in its superlative political contacts, in this case, the family members of Abdul Taib Mahmud. Until 1994, the shareholdings of HSL remained wholly a family concern. In November 1994, HSL made a bonus share issue, which it capitalised out of unappropriated profits. Of over four million shares issued for otherwise than in cash, 10.9% of the shares were allotted to six members of the Mahmud family and two others.22 The Mahmud bloc subsequently increased their shareholdings during the year until they held 13.5% of the company as of June 1995. In April 1996, HSL undertook a corporate restructuring exercise designed to ensure the Yu/Yii family retained control of the company even after its public listing.
A bonus and rights issue was made to HSL’s shareholders to increase HSL’s paid up capital in anticipation of its public listing. By this time, the Mahmud bloc held 6.75 million shares (13.5%), HSL Enterprise held 25.5 million shares (51%), while the Yu/Yii brothers individually owned the remaining 17.75 million shares (35.5%), giving the Yu/Yii family 86.5% ownership of HSL.
In May 1996, HSL went public. Both reserved institutional placements and an initial public offering (IPO) took place. Interestingly, the Mahmud family bloc gained most of the shares on offer despite the IPO being over-subscribed 77.6 times. Of the shares reserved for institutional Bumiputera investors, Permodalan Nasional Berhad received 5.25 million shares, Amanah Saham Sarawak received 2.5 million while Zaleha bin Bujang received 500,000 shares.
Of the shares reserved for members of the public, the Mahmud bloc received a total of 5.85 million shares (91%) (NST, 23.6.99), giving the Mahmud bloc a total share of 26.2% in HSL after the IPO.
After its public listing, HSL’s share price soared over the course of the next few months and peaked at RM54.50 in 1998 giving shareholders a capital gain of over 17 times its listing price before falling back during the Asian Crisis.25 It presently trades at RM2.98 per share (BP, 31.7.04).
In other words, the Mahmud bloc were not only recipients of bonus shares and preferential access to IPO shares, they also benefited from a large pay-off of share dividends on HSL stock for the year ended December 1996 when dividends totalling RM4.857 were paid out on each share. This meant that the Mahmud bloc received a cash windfall of about RM3.28 million as share dividends at the end of 1995. This money more than amply covered their subsequent purchase of shares during the rights issue of 1996, which amounted to approximately RM3.02 million. Then, there was the capital gains windfall, which occurred when HSL shares soared skyward in the months after its public listing.
All these transactions represented substantial rent-seeking from a business client to a political patron with a view to securing public infrastructure contracts. Such rents are evident when one scrutinises HSL’s impressive increase in its turnover, net profit and earnings per share from 1994 onwards (See Table 2). Also impressive is the sudden increase of development projects awarded to HSL from 1993/1994 onwards by the Sarawak state government, public agencies and other companies like CMS. Appendix 2 details a partial list of development construction contracts procured by HSL from all public and private sources between 1991 and 1998. Of their bigger marine and civil engineering construction projects, all of them are located in Sarawak, 60% of which were secured from the public sector (Kenanga Morgan Grenfell 1996). I have estimated that HSL secured approximately RM115.4 million worth of sub-contracts from other private companies (like CMS) who themselves secured contracts/projects from the state government. On its own or in joint ventures with other companies, HSL secured a total of RM3.233 billion worth of projects. A high number of the public sector contracts were secured via negotiated tender including the massive RM3 billion Demak Laut Industrial Park Phase II project which was awarded to a joint-venture comprising HSL and Yakin Imbuh Sdn.Bhd. By December 1998, HSL’s projects order book value was RM300 million with a further RM400 million in the bidding stage (HSL, 1998:5). Subsequent diversification into property and
housing development has seen HSL’s project book order increase to over RM850 million by 2002 (HSL 2003).
An extremely important question however, is whether and to what extent such projects have been developmental in nature and scope. HSL’s many projects are mainly civil engineering infrastructure projects like land reclamation, marine engineering, port construction, road building projects, integrated industrial park development, property and housing development, etc. Clearly, apart from physical infrastructure improvements, such projects, like those of CMS, make large contributions towards the overall Sarawak economy via major economic and social linkages and contractual spin-offs.
HSL is technically competent since it undertakes all engineering and construction work itself using in-house skilled labour, site experience and engineering expertise developed over the years. HSL rarely, sub-contracts its major technical jobs to other subcontractors.
If anything, HSL secures sub-contracts of technically sophisticated projects from other less technologically competent firms like CMS. HSL also claims to be a pioneer in the application of sophisticated geo-technical soil drainage and compacting techniques like “suction dredging, hydraulic sand haulage and vertical drain soil improvement techniques”. It has invested millions of ringgit to “acquire specialised suction dredgers and hydraulic pumping equipment”. It also “claims to be the only Malaysian company to own a RM30 million hydraulic suction dredger”27 (The Edge, 24.3.97). HSL prides itself on its technological expertise, which is on tertiary and technical degrees (HSL Corporate Brochure, undated). It has “assembled a formidable and comprehensive machinery portfolio and had been turning to locally reconditioned machinery as well as continuing its reliance on local shipyards for its marine fleet renewal” (The Star, 12.1.98).
HSL is also involved in reconditioning heavy machinery locally via HIBCO Holdings Sdn.Bhd.28 HIBCO was the first Malaysian company granted pioneer status by the Malaysian government for the reconditioning of used heavy machinery. HIBCO’s reconditioning work is carried out by wholly-owned subsidiary, Hock Seng Lee Heavy Industries (HSLHI) Sdn.Bhd., which reconditions a broad range of used heavy machinery including hydraulic and mini-excavators, wheel loaders, crawler loaders and tractors, bulldozers, forklifts and industrial equipment like welding sets, air compressors and generators. Besides reconditioning, HSLHI modifies and customises existing machinery to suit the specialised requirements of local industry. HSL also has an active and competent research and development (R&D) unit (The Star, 2.9.97). Such activities, arguably, have the potential to contribute positively towards the country’s efforts to cut down imports of new heavy machinery and equipment to reduce the balance of payments deficit while offering tremendous growth potential as the country steps up its industrial programme. An associate company, HSL Machinery (HSLM) Sdn.Bhd. purchases second-hand heavy construction machinery, which it then re-conditions for sale overseas. HSLM is also sole distributor for Hyundai and Volvo heavy construction equipment (The Star, 24.10.95; 2.9.97).
Apart from technological competence, HSL is committed to a corporate strategy of mainly relying on its own internally generated finances to fund its growth and expansion and has a conservative policy of keeping borrowings to a minimum. While it has created abut 15 charges from local banks totaling RM15.6 million in the past, it has a very impressive track record of repaying all loans promptly, and as of December 1997 had no foreign currency exposure. HSL has consistently maintained either zero or a very low gearing ratio for its operations (The Star, 31.5.99). And by relying primarily on local banks for their loans, HSL has reduced financing costs and has avoided foreign exchange fluctuation risks.
In other words, HSL is well poised to contribute to development achievement. Not only does it contribute towards physical infrastructure development but its corporate outlook is also very sound. Indeed, the very structural obstacles that forced it to engage in rent-seeking with the Mahmud family pushed it to perform well since, as a Chinese company, it cannot rely upon State rents in the long run for its profits and growth.In other words, HSL is well poised to contribute to development achievement. Not only does it contribute towards physical infrastructure development but its corporate outlook is also very sound. Indeed, the very structural obstacles that forced it to engage in rent-seeking with the Mahmud family pushed it to perform well since, as a Chinese company, it cannot rely upon State rents in the long run for its profits and growth.
